Plotscan scrapes UK council planning portals, reads the documents, and produces viability assessments of applications — so you can find the ones worth pursuing.
Free to use during beta. No account required.
Select a council and Plotscan pulls recent planning applications matching your criteria — refused, permitted, undecided.
Plotscan AI browses the council portal, retrieves decision notices and officer reports, and reads the documents in full.
You get a structured viability assessment: score out of 10, fixability rating, appeal prospects, and a recommended action.
Every analysis produces the same structured output, covering the refusal reasons in detail, whether they're fixable, the realistic appeal prospects, and what action to take. Assessments are based on the actual planning documents — decision notices and officer reports — not just the application metadata.
1. Overdevelopment of the site — the proposed massing and plot coverage exceeds the character of the surrounding residential area contrary to Policy DM4. 2. Parking provision is insufficient for two additional dwellings and does not meet adopted standards.
Example output — real assessments include full detail
Refused applications often have fixable reasons. Plotscan helps you identify which ones are worth a revised resubmission or appeal.
Before acquiring a site with planning history, understand exactly why previous applications failed and whether those reasons are surmountable.
Monitor planning decisions across multiple councils and get structured assessments without manually reading every decision notice.
Analysis prompts are customisable — Plotscan's default assessment is built around refused residential applications, but the underlying approach can be adapted to other application types and use cases. If you have a specific workflow in mind, get in touch.
Plotscan is in active development. Coverage is currently best for councils using the Planning Explorer and Uniform portals. Some councils block automated document retrieval, which limits assessment depth. We're expanding coverage and improving the analysis continuously.
If you're a planning consultant or property developer and you'd like to give feedback, we'd love to hear from you.
